Can I fork Re-Console?

Yes you can, as long as you abide by the terms of the GPL-3.0, and give omo50 and the Nostalgica Reverie team credit somewhere. Re-Console comes with a lot of performance mods, QoL mods and LCE accuracy improvements, so it could be a better solution to fork it rather than make your own.
